Ms C complained that Cardiff Council failed to explain why it felt it was appropriate to house a convicted sex offender across the hall from her as a single mother with a young daughter.
The Ombudsman found that it was South Wales Police who assessed the property and deemed it suitable for the offender and not the Council. She found that this information was not communicated to Ms C which caused additional frustration.
The Ombudsman decided to settle the complaint without an investigation and sought and gained the Council’s agreement to write to Ms C, within two weeks, apologising for its failure to communicate vital information and to explain who was responsible for the offenders housing allocation
